关于开展“清朗·优化营商网络环境 保护企业合法权益”专项行动的通知
<div class="wx_rich_media_content" id="jsWxContainer"><p style='line-height: normal;margin-bottom: 16px;'><br></p><section style='line-height: 2em;text-indent: 0em;'><span style='font-size: 16px;'>各省、自治区、直辖市党委网信办，新疆生产建设兵团党委网信办：</span></section><p style='line-height: 2em;text-indent: 2em;'><span style='font-size: 16px;'>按照2023年“清朗”系列专项行动总体安排，中央网信办决定即日起在全国范围内启动为期3个月的“清朗·优化营商网络环境 保护企业合法权益”专项行动。</span></p><p style='line-height: 2em;text-indent: 2em;'><span style='color: rgb(2, 30, 170);font-size: 18px;'><strong>一、工作目标</strong></span></p><p style='line-height: 2em;text-indent: 2em;'><span style='font-size: 16px;'>以习近平新时代中国特色社会主义思想特别是习近平总书记关于网络强国的重要思想为指导，全面贯彻落实党的二十大精神和中央经济工作会议精神，深入清理处置涉企业、企业家虚假不实和侵权信息，坚决打击恶意炒作行为，依法查处侵害企业、企业家合法权益的网站平台和账号，为企业聚精会神干事业、心无旁骛谋发展营造良好的网络舆论氛围。</span></p><p style='line-height: 2em;text-indent: 2em;'><span style='color: rgb(2, 30, 170);font-size: 18px;'><strong>二、工作任务</strong></span></p><p style='line-height: 2em;text-indent: 2em;'><span style='font-size: 16px;'>重点治理以下十类网络乱象。</span></p><p style='line-height: 2em;text-indent: 2em;'><span style='font-size: 16px;'>1.假冒仿冒他人企业名称、注册商标、品牌等开设网站、注册账号、上架APP和小程序等。</span></p><p style='line-height: 2em;text-indent: 2em;'><span style='font-size: 16px;'>2.采用“贴标签”“带节奏”“放大镜”等方式恶意散布所谓“民营企业卖国论”“民营企业离场论”“国进民退”等论调，渲染丑化、煽动抵触国有经济、民营企业。</span></p><p style='line-height: 2em;text-indent: 2em;'><span style='font-size: 16px;'>3.泄露企业商业秘密，虚构企业家私生活话题，炒作企业家个人隐私，泄露企业家生物识别、医疗健康、金融账户、行踪轨迹、家庭住址、身份证号和电话号码等个人信息。</span></p><p style='line-height: 2em;text-indent: 2em;'><span style='font-size: 16px;'>4.假借企业、企业家名义从事违法违规活动，违规使用企业家姓名肖像等。</span></p><p style='line-height: 2em;text-indent: 2em;'><span style='font-size: 16px;'>5.采用“标题党”歪曲新闻原意、断章取义企业家过往言论和片面解读企业财务报表等方式，干扰企业正常经营。</span></p><p style='line-height: 2em;text-indent: 2em;'><span style='font-size: 16px;'>6.提供涉企业、企业家虚假不实信息的联想词、相关搜索和热门推荐。</span></p><p style='line-height: 2em;text-indent: 2em;'><span style='font-size: 16px;'>7.打着“网络兼职”“招聘写手”“市场营销”“负面舆论公关”“有偿删帖”等名义招募网络黑公关、从事黑灰产。</span></p><p style='line-height: 2em;text-indent: 2em;'><span style='font-size: 16px;'>8.恶意集纳企业负面信息、谋取非法利益，以及发布企业和企业家负面报道、评论后，以删帖、消除影响为名索要财物、要求投放广告和开展商业合作等。</span></p><p style='line-height: 2em;text-indent: 2em;'><span style='font-size: 16px;'>9.蹭炒涉企热点事件进行恶意营销，以及跨平台多账号密集发帖恶意攻击企业、企业家。</span></p><p style='line-height: 2em;text-indent: 2em;'><span style='font-size: 16px;'>10.利用自身信息发布便利，以及技术、流量、影响力优势，编造、传播虚假信息和误导性信息，抹黑攻击竞争对手。</span></p><p style='line-height: 2em;text-indent: 2em;'><span style='color: rgb(2, 30, 170);font-size: 18px;'><strong>三、工作要求</strong></span></p><p style='line-height: 2em;text-indent: 2em;'><strong><span style='font-size: 16px;'>（一）提高思想认识。</span></strong><span style='font-size: 16px;'>专项行动政策性强、涉及面广、社会关注度高，要提高政治站位，充分认识开展此项工作的重要意义，坚持全国一张网、全网一盘棋，不搞形式、不走过场、不夹“私货”，稳妥有序深入开展清理整治。</span></p><p style='line-height: 2em;text-indent: 2em;'><strong><span style='font-size: 16px;'>（二）健全工作机制。</span></strong><span style='font-size: 16px;'>要建立专门工作队伍，完善工作流程，积极受理处置涉本地企业、企业家的不法信息。对需要跨地区处置的举报线索和侵权类信息，上报中央网信办举报中心。对需要依法处置的属地账号、应用程序等，上报中央网信办网络综合治理局。</span></p><p style='line-height: 2em;text-indent: 2em;'><strong><span style='font-size: 16px;'>（三）开展工作督导。</span></strong><span style='font-size: 16px;'>要指导网站平台高效办理网信部门转交转办的问题线索。要加大督查力度，跟踪评估属地网站平台办理时效和质量。对工作落实不力的网站平台，严格进行问责。</span></p><p style='line-height: 2em;text-indent: 2em;'><strong><span style='font-size: 16px;'>（四）加强宣传曝光。</span></strong><span style='font-size: 16px;'>要做好专项行动的新闻宣传，及时报道工作进展和取得成效，回应社会关切。要曝光破坏营商网络环境的典型违法违规案例，对情节严重涉嫌违法犯罪的，移送公安机关依法处理，形成有力震慑。 </span></p><section style='line-height: 2em;text-indent: 0em;text-align: right;'>中央网信办秘书局</section><section style='line-height: 2em;text-indent: 0em;text-align: right;'>2023年4月24日</section><p style='outline: 0px; font-family: system-ui, -apple-system, BlinkMacSystemFont, "Helvetica Neue", "PingFang SC", "Hiragino Sans GB", "Microsoft YaHei UI", "Microsoft YaHei", Arial, sans-serif; letter-spacing: 0.544px; visibility: visible;'><br></p><p style='outline: 0px; font-family: system-ui, -apple-system, BlinkMacSystemFont, "Helvetica Neue", "PingFang SC", "Hiragino Sans GB", "Microsoft YaHei UI", "Microsoft YaHei", Arial, sans-serif; letter-spacing: 0.544px; visibility: visible;'><span style='outline: 0px; color: rgb(136, 136, 136);'>来源：“网信中国”微信公众号</span></p><hr style='outline: 0px; font-family: system-ui, -apple-system, BlinkMacSystemFont, "Helvetica Neue", "PingFang SC", "Hiragino Sans GB", "Microsoft YaHei UI", "Microsoft YaHei", Arial, sans-serif; letter-spacing: 0.544px; border-style: solid; border-right-width: 0px; border-bottom-width: 0px; border-left-width: 0px; border-color: rgba(0, 0, 0, 0.1); transform-origin: 0px 0px; transform: scale(1, 0.5);'><p style='outline: 0px; font-family: system-ui, -apple-system, BlinkMacSystemFont, "Helvetica Neue", "PingFang SC", "Hiragino Sans GB", "Microsoft YaHei UI", "Microsoft YaHei", Arial, sans-serif; letter-spacing: 0.544px;'><br></p></div><p></p>
