text-indent: 2.125em; box-sizing: border-box;"><strong style="box-sizing: border-box;"><span leaf="">树葬、花坛葬、草坪葬：</span></strong><span leaf="">将逝者骨灰直接或通过可降解容器，深埋于皇河故园或村级公益性生态公墓指定树葬、花坛葬、草坪葬区域内，经一段时间沉淀后，可自然降解与大地融为一体；</span></p><p style="text-indent: 2.125em; color: rgb(75, 75, 75); letter-spacing: 1px; line-height: 1.75; padding-right: 10px; padding-left: 10px; width: 100%; box-sizing: border-box;"><p style="text-indent: 2em; box-sizing: border-box;"><strong style="box-sizing: border-box;"><span leaf="">（一）申请。</span></strong><span leaf="">申请人（直系亲属或法定继承人，下同）需与提供生态安葬的殡葬服务机构签订生态安葬服务协议，并填写《仙桃市生态安葬奖补申请表》（以下简称《申请表》），在完成生态安葬后30日内，由市皇河故园管理所或乡镇民政办公室审核确认后，向市民政局提交《申请表》及相关资料。申请材料包括《申请表》，生态安葬服务协议，逝者火化证明、身份证、户口簿复印件，申请人身份证及银行卡复印件。</span></p><p style="text-indent: 2em; box-sizing: border-box;"><strong style="box-sizing: border-box;"><span leaf="">（二）审批。</span></strong><span leaf="">市民政局在收到《申请表》及相关材料后，在5个工作日内完成审批。对符合生态安葬奖补条件的，签注审批意见，并复印留存相关证件材料备查。对不符合生态安葬奖补的，书面告知原因。</span></p><p style="text-indent: 2em; box-sizing: border-box;"><strong style="box-sizing: border-box;"><span leaf="">（三）核拨。</span></strong><span leaf="">市民政局在每季度最后一个工作日前将生态安葬奖补花名册报市财政局，市财政局及时拨付资金。</span></p></section></section><section style="color: rgb(62, 62, 62); color: rgb(75, 75, 75); letter-spacing: 1px; line-height: 1.75; padding-right: 10px; padding-left: 10px; width: 100%; box-sizing: border-box;"><p style="text-indent: 2em; box-sizing: border-box;"><strong style="box-sizing: border-box;"><span leaf="">（一）健全档案管理制度。</span></strong><span leaf="">各地民政办和承办生态安葬服务的殡葬服务机构应建立完善、统一的生态安葬专项档案管理制度。实行“一人一档、编号归档”，每例生态安葬须复印留存完整的申请材料，做到有据可查、长期保存。档案按年度分类归集，实现电子化与纸质档案同步建设，确保规范管理。</span></p><p style="text-indent: 2em; box-sizing: border-box;"><strong style="box-sizing: border-box;"><span leaf="">（二）严格申报审核程序。</span></strong><span leaf="">市民政局将严格履行审批职责，对申请人提交的相关材料认真核查，重点审查火化时间、安葬方式是否符合生态安葬定义、是否存在立碑或变相留坟等情况。对存疑案例及时组织实地核查或联合相关部门开展调查，杜绝不符合条件的对象享受奖补政策。</span></p><p style="text-indent: 2em; box-sizing: border-box;"><strong style="box-sizing: border-box;"><span leaf="">（三）加强资金使用监管。</span></strong><span leaf="">生态安葬奖补资金由市财政承担，实行专项管理、专款专用。各级财政部门应会同民政部门按季度核拨资金，并定期开展资金使用情况监督检查，防止虚报冒领、截留挪用等问题发生。</span></p><p style="text-indent: 2em; box-sizing: border-box;"><strong style="box-sizing: border-box;"><span leaf="">（四）强化违规行为查处。</span></strong><span leaf="">任何单位和个人不得出具虚假火化、骨灰安葬等证明，不得协助或参与骗取、套取奖补资金；逝者亲属在领取奖补后，不得实施变相恢复土葬、私自立碑、重建坟墓等违背生态安葬原则的行为。一经查实，将立即追回已发放资金，并视情节依法追究相关责任。</span></p></section></section><section style="color: rgb(75, 75, 75);
