clear: both; min-height: 1em; box-sizing: border-box !important;"><span style="max-width: 100%; box-sizing: border-box !important;"> </span>《人力资源社会保障部 财政部关于进一步加强企业职工基本养老保险基金收支管理的通知》（人社部发〔2016〕132号）规定“对城镇个体工商户和灵活就业人员不得以事后补缴费的方式增加缴费年限”，《省人力资源和社会保障厅关于企业职工基本养老保险费补缴有关问题的通知》（鄂人社发〔2019〕27号）明确了企业职工补缴养老保险的对象和条件，禁止不符合政策规定的参保人员向前补缴养老保险费。同时自2020年7月1日起，实行企业职工养老保险省级统筹，全省统一政策规定、统一经办规程、统一经办系统。灵活就业人员应在一个缴费年度（我省社保缴费年度为每年7月1日至次年6月30日）内按时足额缴纳基本养老保险费。</p><p style="max-width: 100%; clear: both; min-height: 1em; box-sizing: border-box !important;"><span style="max-width: 100%; box-sizing: border-box !important;"> </span>为进一步规范全市灵活就业人员基本养老保险缴费行为，促进参保人员合法合规持续缴费，自2020年7月1日起，我市社保经办机构不再受理灵活就业人员补缴中断年限的养老保险费业务，参保人员需按规定缴纳当年缴费年度的基本养老保险费，不再允许补缴过去中断时段的养老保险费，但中断前后的缴费年限可合并累计计算。如果灵活就业人员存在养老保险中断缴费情形的，应于2020年6月30日之前到市社保服务大厅或各镇办人社服务中心打印核定单后到代征银行缴费，逾期不能补缴。</p><p style="max-width: 100%; box-sizing: border-box !important;"> </span>《关于城镇企业职工基本养老保险关系转移接续若干问题的通知》（人社部规〔2016〕5号）文件规定，跨省流动就业人员转移接续养老保险关系时，对于一次性缴纳养老保险费超过3年（含）的，转出时应提供相关补缴的法律文书。灵活就业人员一次性或累计补缴超过35个月在办理转出时，无法提供相关法律文书，转入地将不予接收。</p><p style="font-size: 16px; max-width: 100%; clear: both; min-height: 1em; box-sizing: border-box !important;"> 因此，灵活就业人员如果需要补缴超过35个月的，应由本人向社保经办机构提出书面申请，承诺在办理养老保险关系转出时，转入地不予接收时予以退费的处理办法。这个政策目前对转入转出地的要求都是一致的。</p><p style="max-width: 100%;
