为做好进口冷链食品新冠病毒防控工作，落实“人、物同防”工作机制，切实保障人民群众身体健康和生命安全，巩固来之不易的疫情防控成果，依据《中华人民共和国传染病防治法》、《中华人民共和国国境卫生检疫法》、《中华人民共和国食品安全法》，国务院联防联控机制综合组《关于全面精准开展环境卫生和消毒工作的通知》、《关于加强冷链食品新冠病毒核酸检测等工作的紧急通知》等法律法规，特就全市进口冷链食品消费事宜告知如下：
一、经营进口冷链食品，必须设立“进口冷链食品销售专区”；
二、在进口冷链食品销售专区显著位置张贴公示“海关通关单、核酸检测证明、消毒证明”；
三、销售专区必须实行专人管理，并公示管理人员7日内的有效核酸检测证明。

据湖北省黄冈市黄州区政府网站12月4日消息，黄州区新冠肺炎疫情防控指挥部当天发出《关于黄州区华莱士连锁餐饮店违规采购销售冷冻冷藏肉品的情况通报》称，12月1日，区道路交通运输管理局、区市场监督管理局在疫情防控监督巡查期间，发现黄州区7家华莱士连锁餐饮店违规采购销售冷冻冷藏肉品。现将有关情况通报如下：
12月1日下午，区道路交通运输管理局2名执法人员在黄州大道巡查期间，发现一辆轻型厢式货车运输冷冻食品，车牌号为：鄂AQ070K。经询问，该车辆和驾驶员同属全日（武汉）供应链管理有限公司，从武汉解放大道运送426箱国内生产的各类冷冻冷藏肉品至黄州华莱士5家经营部，所载食品未按规定进入南湖检疫区检疫，且均已卸载。随即，区市场监督管理局对黄州城区内所有华莱士连锁餐饮店进行全面清查。经查，黄州华莱士（宝塔路中百店、宝塔路武商店、八一路步行街店、西湖一路宇济一号店、团黄路店、东门路中百店、东门路东方名都店）7家连锁餐饮店违规销售未经疾控部门检测的冷冻冷藏肉品，区市场监督管理局当即对违规冷冻冷藏肉品予以现场查封。
以上7家华莱士连锁餐饮店及货车驾驶员，严重违反了黄州区新冠肺炎疫情防控指挥部第24号、第27号通告精神，未执行“市区冷冻冷藏肉品、水产品一律实行先检测、后入库，经疾控部门检测合格的方能入库、上市”“采购国内产地的冷冻肉品，必须严格执行事前报备、进入待检区集中接受检测，一律不得擅自采购、加工和销售无核酸检测合格证明文件的冷冻冷藏肉品”等规定，给全区人民群众身体健康带来重大风险。依据《中华人民共和国食品安全法》及区疫情防控指挥部相关通告规定，对全日（武汉）供应链管理有限公司冷冻食品运输车辆暂行扣押，由交通部门依法处理；对7家华莱士连锁餐饮店予以查封调查、停业整顿，由市场监管部门依法处理，相关责任人移交公安机关依法处理。
通报表示。当前国外疫情持续蔓延，国内多地进口冷链食品检出核酸阳性，冷链食品成为新冠病毒传播重大危险源。广大从事冷链食品采购、加工、运输、储存和销售的业主必须严格落实疫情防控主体责任，从业人员必须严格落实“先检测、后上岗”要求，禁止采购、储存、销售进口冷链食品，国内产地的冷链食品必须核酸检测合格方可上市销售。
