仙桃严查，持续到9月！

text-align: justify; line-height: 2em; box-sizing: border-box !important;'><span style='max-width: 100%; letter-spacing: normal; box-sizing: border-box !important;'> 集中整治时间从2021年4月至9月。</span></section><section style='max-width: 100%; text-align: justify; line-height: 2em; box-sizing: border-box !important;'><span style='max-width: 100%; letter-spacing: normal; box-sizing: border-box !important;'> <strong style='max-width: 100%; box-sizing: border-box !important;'>二、整治对象</strong></span></section><section style='max-width: 100%; text-align: justify; line-height: 2em; box-sizing: border-box !important;'><span style='max-width: 100%; letter-spacing: normal; box-sizing: border-box !important;'> 全市行政执法部门。</span></section><section style='max-width: 100%; text-align: justify; line-height: 2em; box-sizing: border-box !important;'><span style='max-width: 100%; letter-spacing: normal; box-sizing: border-box !important;'> <strong style='max-width: 100%; box-sizing: border-box !important;'>三、整治重点</strong></span></section><section style='max-width: 100%; text-align: justify; line-height: 2em; box-sizing: border-box !important;'><span style='max-width: 100%; letter-spacing: normal; box-sizing: border-box !important;'> (一)市场主体准入和退出中不作为、慢作为、乱作为问题。一是不履行或不正确履行准入退出职责。包括拖延不办、私设门槛、**难企业、吃拿卡要、收受或索取财物等问题。二是涉企窗口服务不优，服务承诺落实不到位。应取消的许可事项、证明事项不取消，该消减的许可条件、许可程序不消减，当告知的承诺事项不告知。</span></section><section style='max-width: 100%; text-align: justify; line-height: 2em; box-sizing: border-box !important;'><span style='max-width: 100%; letter-spacing: normal; box-sizing: border-box !important;'> (二)对企业过度执法、粗暴执法问题。一是滥用羁押性、财产性强制措施。二是超权限、超范围、超额度、超时限查封、扣押、冻结。三是对首次轻微违法不认真执行涉企容错机制。</span></section><section style='max-width: 100%; text-align: justify; line-height: 2em; box-sizing: border-box !important;'><span style='max-width: 100%; letter-spacing: normal; box-sizing: border-box !important;'> (三)对企业趋利性执法、选择性执法问题。一是违规收费、变相收费，收费不入账。二是下达或变相下达罚没款指标，以罚代管、重复罚款。三是滥用职权，同案异罚，畸轻畸重，办关系案、人情案、金钱案，在执法过程中弄虚作假等问题。</span></section><section style='max-width: 100%; text-align: justify; line-height: 2em; box-sizing: border-box !important;'><span style='max-width: 100%; letter-spacing: normal; box-sizing: border-box !important;'> (四)多头检查、重复检查、执法扰企问题。该合并检查的不合并，该联合检查的不联合，已检查的事项重复检查，随意检查、任性检查，干扰企业正常运转。</span></section><section style='max-width: 100%; text-align: justify; line-height: 2em; box-sizing: border-box !important;'><span style='max-width: 100%; letter-spacing: normal; box-sizing: border-box !important;'> (五)违法制发涉企规范性文件问题。一是制定规范性文件时歧视对待不同市场主体，不当限制企业生产经营，滥用职权排除、限制自由竞争。二是强制或变相强制市场主体参加非必要评比、达标、表彰、培训、考核、考试等活动。三是对新技术、新产业、新业态、新模式实施一刀切禁止，阻碍实行包容审慎监管。四是在开展专项整治、清理整顿等活动中采取普遍停产、停业措施等问题。</span></section><section style='max-width: 100%; text-align: justify; line-height: 2em; box-sizing: border-box !important;'><span style='max-width: 100%; letter-spacing: normal; box-sizing: border-box !important;'> (六)其他涉企行政执法方面存在的突出问题。除上述五类涉企行政执法突出问题外，各行政执法部门在全面排查中发现的其他涉企行政执法不规范、不合法、不公正等有悖优化营商环境的问题。</span></section><section style='max-width: 100%; 新城一号五期交房几年了，房产证一直办不下来，新城一号5期 垃圾小区 ，在要买房的朋友们不要买新城明都6期，那里也没房产证，都是5期一个老板。

没有那么多的汽车，我大仙桃什么时候堵过车。多多发展公共交通。解决问题的关键点。出门不用自己开车，及时的公共交通。也解决了停车难的问题。当今汽车保有量过剩。
