box-sizing: border-box; min-height: 1em; text-indent: 2em;'><span style='max-width: 100%; box-sizing: border-box;'>以习近平新时代中国特色社会主义思想为指导，全面贯彻落实习近平总书记关于师德师风的重要指示批示精神，坚持教育与实践相结合、治标与治本相结合、全面整改与长效机制相结合的原则，强化责任、形成震慑，坚持依法依规、德法并举，通过九个月的专项整治，有效遏制中小学教师“课上不讲课下讲”“组织开办校外培训班”“到校外培训机构兼职”“同家长搞利益交换”等突出问题，治理和查处侵害群众利益的不正之风和腐败问题，努力建设一支政治素质过硬、业务能力精湛、育人水平高超的高素质教师队伍，营造风清气正的育人环境。</span></p><p style='max-width: 100%; color: rgb(0, 72, 132);'>一是管理机制自查</span><span style='max-width: 100%; box-sizing: border-box;'>。各地对照十项准则等制度要求，组织开展对照检查工作。重点对照检查本地区查处整治相关问题组织机构是否健全、部门协作机制是否建立、管理制度是否完善、管理措施是否落实等。对照自查中发现的问题，要认真分析，制定措施，逐项落实，全面整改。（2021年8月底前完成）</span></p><p style='max-width: 100%; color: rgb(0, 72, 132);'>二是问题自查自改</span><span style='max-width: 100%; box-sizing: border-box;'>。各省份按照通知要求，制定实施方案，设立专门举报电话和信箱，组织下辖各市、县、学校开展问题自查，建立工作台账。对已办结的予以销号、在办的及时办结、新发现的问题明确办理时限和办理方式，对疑难复杂问题要深入研究，防止久拖不决。对查实的问题，对照有关规定，依法依规严肃处理，持之以恒抓好师生群众反映强烈、影响恶劣的突出问题整治，从严查处，强化监督，有效遏止相关问题的发生。（2022年3月底前完成）</span></p><p style='max-width: 100%; color: rgb(0, 72, 132);'>三是严肃处理通报</span><span style='max-width: 100%; box-sizing: border-box;'>。各地结合问题调查和处置工作，梳理本地查处的问题典型案例，建立典型案例库，对案例进一步梳理分析，采取内外结合的方式，在一定范围内通报；案例性质严重或影响恶劣的，报教育部（教师工作司）。结合问题查处通报，举一反三，精准发现和解决本地师德建设中存在的突出问题，补齐工作短板，消除风险隐患，巩固专项整治工作成果。坚持失责必问、问责必严，对不履行或不正确履行职责的，依据有关规定严肃追究相关人员责任，严肃问责所在学校负责人。（2021年7月至2022年3月）</span></p><p style='max-width: 100%; color: rgb(0, 72, 132);'>四是做好警示教育</span><span style='max-width: 100%; box-sizing: border-box;'>。各地各校组织教师召开师德警示教育大会，以教育部网站公开曝光的违反教师职业行为十项准则相关典型案例和各地各校查处的相关案例为反面教材，分析违规问题和处理结果，引导教师以案为鉴；结合师德违规问题，对照新时代中小学教师职业行为十项准则，强调课堂教学、社会活动、廉洁自律等方面的正面规范和负面清单，引导教师以案明纪；学校出现相关师德违规问题的，要在会上详细通报具体问题及处理结果，组织教师讨论剖析原因、对照查摆自省，做到警钟长鸣。（2021年7月至2022年3月）</span></p><p style='max-width: 100%; box-sizing: border-box;'>。习近平总书记强调，要把师德师风建设摆在首要位置。教师思想政治和师德师风建设工作是凝心铸魂、立德树人的基础性工程，关乎学生成长成才，关乎教育改革发展，关乎社会文明风尚，关乎国家长治久安。各地要深刻认识专项整治工作的重要性、迫切性，切实增强思想自觉和行动自觉，加强组织领导和整体部署。</span></p><p style='max-width: 100%; box-sizing: border-box; color: rgb(0, 72, 132);'>（三）完善机制，建立长效性</span></strong><span style='max-width: 100%; box-sizing: border-box;'>。各地、各校要充分认识到有偿补课和收受礼品礼金问题成因复杂，对持续推进问题整治的长期性、艰巨性保持清醒认识。要利用这次专项整治，加强调查研究，深入分析根源，建立长效机制，实现源头、过程、出口全过程管理。在具体工作中，要分类施治、精准施策，避免形式主义，避免增加基层学校和教师负担。在专项整治中，会同宣传部门强化正面宣传，提前预判舆情风险点，密切关注舆情发展，严防借机恶意诋毁、炒作。</span></p><p style='max-width: 100%; box-sizing: border-box;'>。梳理查处的有偿补课、违规收受礼品礼金问题典型案例，建立典型案例库，对案例进一步梳理分析，查实案例涉及的教师全部录入全国教师管理信息系统，并及时更新处理情况。每季度（9月底前、12月底前、3月底前）报送《中小学有偿补课和教师违规收受礼品礼金线索情况统计表》，首次报送包括专项整治开始前查处的案例。</span></p><p style='max-width: 100%; box-sizing: border-box; color: rgb(0, 72, 132);'>（二）巩固工作成效</span></strong><span style='max-width: 100%; box-sizing: border-box;'>。各地结合线索处置和调查处理工作，总结专项整治开展情况和成效不足，加强组织领导、落实主体责任、严格责任追究、强化宣传教育、严格教师管理，建立健全问题查处和警示通报机制。通过此次专项整治，探索建立师德师风问题线索处置、违规问题查处、典型问题通报等制度，发现和解决问题，补齐工作短板，切实防范风险隐患。</span></p><p style='max-width: 100%;
