max-width: 100%; box-sizing: border-box; text-indent: 2em;"><span style="outline: 0px; max-width: 100%; font-size: 17px; box-sizing: border-box !important;">2021年10月1日晚，西流河镇赵河村五组、七组发生群众焚烧秸秆现象，形成大面积黑斑，10月2日被省生态环境厅无人机巡查发现，市秸秆禁烧和综合利用工作领导小组办公室（以下简称市禁烧办）向该镇进行了警示。10月6日晚，该镇苟美湖村一组、二组再次发生大面积秸秆焚烧现象，10月7日被省生态环境厅无人机巡查发现。</span></p><p style="outline: 0px; max-width: 100%; box-sizing: border-box; text-indent: 2em;"><span style="outline: 0px; max-width: 100%; font-size: 17px; box-sizing: border-box !important;">经查，西流河镇赵河村、苟美湖村秸秆禁烧政策宣传不到位，未按镇政府要求在国庆期间开展全天侯巡查，对群众焚烧秸秆未能及时发现。对赵河村、苟美湖村分别负有管辖权的下查、何口工作片落实“片包村”责任不力，发现片内各村没有开展晚间巡查的情况后，仍未督促各村落实。镇农业专班组织宣传秸秆禁烧政策不力，且在市禁烧办给予警示后，仍未引起高度重视，仅通过会议、微信等简单方法督办，未采取有效措施压实各片、各村责任。2021年10月，</span><span style="outline: 0px; max-width: 100%; font-size: 17px; color: rgb(171, 25, 66); box-sizing: border-box !important;">经市纪委监委研究决定，对赵河村负责人冯仪虎、村会计陈爱国、苟美湖村主任何正华、负责秸秆禁烧巡查工作的镇农业办公室副主任王进立案审查，赵河村干部江峰延长预备党员预备期一年，给予负责秸秆禁烧综合协调工作的镇农业办公室主任王雄、下查工作片总支书记汪晓红、何口工作片总支书记刘宜伟、苟美湖村妇女主任柴翠云批评教育处理，镇党委宣传委员、秸秆禁烧工作牵头领导郑凯、镇党委组织委员、秸秆禁烧工作分管领导陈健受到谈话提醒处理，责令西流河镇政府向市委市政府作出书面检查</span><span style="outline: 0px; font-size: 17px; box-sizing: border-box !important;">自2021年9月秋季秸秆禁烧工作启动以来，全市绝大多数镇办认真贯彻落实市委市政府决策部署，以坚决的态度、有力的措施、严格的要求，不折不扣务实有效抓好秸秆禁烧工作。但西流河镇在10月初连续两次出现大面积秸秆焚烧情况，产生了生态环境污染，严重影响我市秸秆禁烧工作形象，在社会上造成了不良影响。上述问题的发生，反映我市一些地方和基层党员干部对环境污染防治工作认识不高，重视不够，出现疲劳厌战心理，导致污染防治不力问题偶有发生。</span></p><p style="outline: 0px; max-width: 100%; box-sizing: border-box; text-indent: 2em;"><span style="outline: 0px; max-width: 100%; font-size: 17px; box-sizing: border-box !important;">广大党员干部要吸取教训、引以为戒，进一步提高政治站位，强化责任意识，在生态环境保护领域积极履职尽责，担当作为。全市各地党委、政府及职能部门要认真落实省、市关于秸秆露天禁烧的工作部署，压实工作责任，加强秸秆禁烧宣传引导、巡查防控、火点黑斑核查处理、检查督办等工作，始终保持秸秆禁烧高压态势，持续做好秸秆禁烧防控工作。各级纪检监察机关要立足职责定位，加强对环保重点领域和关键环节的监督检查，严肃查处污染防治工作中履职不力、失职失责、监管缺位、虚假整改问题，从严惩治生态环境保护工作中不作为、慢作为、乱作为和损害生态环境等行为，对典型问题公开通报曝光，以强有力的监督执纪问责为全市打赢环境污染防治攻坚战保驾护航。</span></p><p style="outline: 0px;
