style='text-indent:2em;'><span style='font-size:15px;'>第五条 高压电线、长输天然气管道、输油管道严禁穿越或跨越中小学校；当在学校周边敷设时，安全防护距离及防护措施应符合相关规定。</span></p><p style='text-indent:2em;'><span style='font-size:15px;'>加油站与学校的安全距离应符合《汽车加油加气加氢站技术标准》（GB50156－2021）有关要求。</span></p><p style='text-indent:2em;'><span style='font-size:15px;'>第六条 根据中小学校、幼儿园校园周边50米范围内的治安、交通环境实际情况，因地制宜设置学生、家长等候区、护学通道、临时停车位，建设隔离栏、隔离墩、减速带或升降柱等硬质防冲撞设施。</span></p><p style='text-indent:2em;'><span style='font-size:15px;'>中小学校园周边50米范围内，禁止售卖烟（含电子烟，下同）、酒，烟草专卖管理部门已发放烟草专卖零售许可证的，待其许可期满后不予延续。</span></p><p style='text-indent:2em;'><span style='font-size:15px;'>中小学校园周边50米范围内，禁止设立彩票点，已有的彩票点，民政、体育等彩票主管部门应引导其逐步搬离或有序退出。</span></p><p style='text-indent:2em;'><span style='font-size:15px;'>学校周边50米至200米之间区域内的商店、彩票点违规向未成年人售卖烟酒、彩票的，相关主管部门应按照有关法律法规从严处罚。</span></p><p style='text-indent:2em;'><span style='font-size:15px;'>第七条 中小学校园周边200米范围内不得设立互联网上网服务营业场所（以下简称网吧）、娱乐场所。</span></p><p style='text-indent:2em;'><span style='font-size:15px;'>中小学校、幼儿园校园周边200米范围内禁止设立成人性用品商店等场所。</span></p><p style='font-size:15px;'>第八条 学校周边安全区域管理工作实行“属地管理”和“谁主管，谁负责”的原则。各镇（街道、场、区）人民政府对本行政区域内各级各类学校周边安全区域管理工作负总责。镇（街道、场、区）、村（社区）、校园周边单位和家庭应当与学校合作，开展校地共建、家校共建，共同维护校园周边安全。</span></p><p style='text-indent:2em;'><span style='font-size:15px;'>第九条 学校周边安全区域管理由市校园安全生产专业委员会负责，市教育局作为牵头单位，宣传（新闻出版）、政法（平安建设主管部门）、民宗、公安、司法、自然资源、住建、城管、交通运输、文旅、卫健、市场监管、民政、体育、消防救援等部门作为成员单位积极参与。</span></p><p style='text-indent:2em;'><span style='font-size:15px;'>市校园安全生产专业委员会应当建立联席会议制度、督办通报制度等工作机制，协调和督促各成员单位履行各自职责，开展学校周边安全的检查、督办和协调工作，会同市委政法委把本地区和各成员单位履行学校周边安全管理职责任务的情况列入年度平安建设重要考核内容。定期交流情况，总结推广经验，通报表扬优秀单位和个人，通报批评落后地方和单位。</span></p><p style='text-indent:2em;'><span style='font-size:15px;'>第十条 学校周边安全区域管理工作的主要职责：</span></p><p style='text-indent:2em;'><span style='font-size:15px;'>（一）落实平安建设领导责任制、目标管理责任制，建立校地共建、齐抓共管的机制。</span></p><p style='text-indent:2em;'><span style='font-size:15px;'>（二）及时排查处理各类不稳定因素，维护学校及周边地区稳定。</span></p><p style='text-indent:2em;'><span style='font-size:15px;'>（三）依法打击侵害学校及师生合法权益的各类违法犯罪活动和学校及周边地区存在的黑恶势力犯罪；依法取缔学校周边非法经营的网吧、音像书刊点、娱乐场所和无证及占道经营的摊点，依法拆除违规搭建或违法建筑等；改善学校周边地区的交通秩序；取缔学校周边非法传教窝点。</span></p><p style='text-indent:2em;'><span style='font-size:15px;'>第十一条 学校周边安全区域管理工作实行日常管理、专项整治和集中整治行动相结合的方式方法。</span></p><p style='text-indent:2em;'><span style='font-size:15px;'>日常管理是指相关部门和单位及有关责任人按照校地共建机制，对学校周边安全区域进行管理。</span></p><p style='text-indent:2em;'><span style='font-size:15px;'>专项整治是指某一个或几个部门和单位针对一定区域内某一所或几所学校周边存在的突出问题或隐患进行专项清理整治行动。</span></p><p style='text-indent:2em;'><span style='font-size:15px;'>集中整治行动是指市校园安全生产专业委员会在一定时期内组织各成员单位，对辖区内学校周边存在的问题或隐患进行全面清理整治的集中统一行动。</span></p><p style='text-indent:2em;'><span style='font-size:15px;'>每年应当开展两次集中整治行动。其中，3月至5月为春季集中整治时间，9月至11月为秋季集中整治时间。</span></p></section></section></section><section style='margin-bottom:unset;'><section style='margin:25px 10px 25px;transform: style='font-size:15px;'>第十二条 市委宣传部负责校园周边出版物市场管理工作。定期开展校园周边出版物经营单位专项检查，查处违规经营行为，规范校园及周边的出版物市场秩序。开展专项行动查处盗版盗印教材教辅的行为，防止非法教材教辅读物流入校园。</span></p><p style='text-indent:2em;'><span style='font-size:15px;'>市委政法委负责将学校周边安全区域管理工作纳入平安建设目标管理责任制，加强指导、协调、检查、督办，推动各项措施落地落实。</span></p><p style='text-indent:2em;'><span style='font-size:15px;'>市教育局负责会同有关部门做好学校周边安全区域管理工作。配合有关部门，清理整顿学校周边违规经营的网吧、娱乐场所、商业摊点，拆除违法建筑，改善校园周边的交通秩序。指导学校加强外来人员管理，完善各项规章制度，落实安全保卫措施，防范校园内发生违法犯罪案件和安全责任事故。</span></p><p style='text-indent:2em;'><span style='font-size:15px;'>市民宗委负责依法管理宗教事务，治理校园周边宗教领域突出问题，防范利用宗教进行的非法、违法活动，抵御境外利用宗教面向校园进行的渗透活动。会同有关部门及时发现、取缔校园周边各类非法传教窝点。</span></p><p style='text-indent:2em;'><span style='font-size:15px;'>市公安局负责依法打击侵害师生人身财产安全的违法犯罪行为，依法严惩侵扰学校及师生的黑恶势力。加强校园周边娱乐场所、出租房屋、治安重点人员、流动人口的治安管理。会同环保、城管等部门加强校园周边广场、公园等公共场所发出的噪音防治管理。会同交通、住建、教育等部门，在学校周边交通路段设置交通标志标线、信号灯、减速带、人行横道等设施，整治和改善学校周边交通秩序。在中小学校、幼儿园周边设立“护学岗”，建立日常巡逻防控和高峰勤务制度。</span></p><p style='text-indent:2em;'><span style='font-size:15px;'>市司法局负责指导、监督学校周边社区矫正工作和刑满释放人员安置帮教工作。做好法治副校长相关工作。参与调解处置涉校矛盾纠纷。</span></p><p style='text-indent:2em;'><span style='font-size:15px;'>市自然资源和规划局负责将教育专项规划纳入国土空间规划，做好学校周边地质灾害防治工作。在规划方案审查阶段对学校周边电力、燃气等安全管理设施予以把关。</span></p><p style='text-indent:2em;'><span style='font-size:15px;'>市住建局负责指导学校周边房屋市政在建工程安全监管以及供水、供气等市政设施的安全使用监管。会同公安部门，针对公路沿线学校，增加警示设施、照明设施。夜间有学生上下学的学校，要保证门口周边有足够的夜间照明。科学设置行人过街设施、二次过街安全设施和行人信号灯。会同公安、交通运输部门，对学校门口与公路连接的，增设路侧防护、加宽路肩或设置路侧净区，增强学校出入口的可视性与安全性。</span></p><p style='text-indent:2em;'><span style='font-size:15px;'>市城管执法局负责校园周边市容市貌的清理整治工作，指导属地街道综合执法中心整治学校周边违规摆摊设点、占道经营等经营乱象。指导属地街道综合执法中心依法拆除校园周边违规搭建和违法建筑。</span></p><p style='text-indent:2em;'><span style='font-size:15px;'>市交通运输局负责农村学校周边国道、省道公路的日常维护，在沿国、省干线农村学校门口路段设置必要的警示标志和安全防护设施。会同公安、住建部门，对沿国、省干线学校门口与公路连接的，增设路侧防护、加宽路肩或设置路侧净区，增强学校出入口的可视性与安全性。</span></p><p style='text-indent:2em;'><span style='font-size:15px;'>市文化和旅游局负责校园及周边文化市场的管理工作。加强对学校周边文化经营场所的日常监管，加大执法力度，规范经营秩序。</span></p><p style='text-indent:2em;'><span style='font-size:15px;'>市卫健委负责学校周边严重精神障碍患者的随访管理和医疗救治。会同有关部门做好学校周边公共场所卫生的监督检查工作。</span></p><p style='text-indent:2em;'><span style='font-size:15px;'>市市场监管局负责学校周边营利性市场主体登记管理工作。加强对校外托管机构的日常监管。负责办理营利性校外托管机构的商事登记和食品经营许可证，依法开展食品安全、价格行为等职责范围内的监督管理工作。依法查处无照经营及其他违反市场监督管理法律法规的行为。会同教育、消防、公安、住建、卫健等部门，对执业人员、执业场所等建立共同监管、联动处置机制，每年4月、10月至少开展1次集中整治。</span></p><p style='text-indent:2em;'><span style='font-size:15px;'>市烟草专卖局负责学校周边烟草专卖管理工作，加强日常监管。</span></p><p style='text-indent:2em;'><span style='font-size:15px;'>市民政局负责学校周边非营利性市场主体登记管理工作。引导学校周边福利彩票点逐步搬离或有序退出。</span></p><p style='text-indent:2em;'><span style='font-size:15px;'>市体育事业发展中心负责引导学校周边体育彩票点的逐步搬离或有序退出。</span></p><p style='text-indent:2em;'><span style='font-size:15px;'>市消防救援大队负责做好学校周边场所的日常消防安全管理，加强对校园周边公共娱乐场所、宾馆、饭店、商场、集贸市场等人员密集场所的消防监督检查。</span></p><p style='text-indent:2em;'><span style='font-size:15px;'>第十三条 学校负责校园内部安全保卫工作，配合有关部门做好校园周边安全工作。安排专人负责校园安全工作，定期排查涉校矛盾纠纷；配合有关部门排查整治学校周边各类安全隐患，重大问题及时上报。中小学校、幼儿园应合理安排学生到校时间，避免学生长时间在校门外等候入校（园）。</span></p></section></section></section><section 杜柳沔街小学旁的路边每天早上大量卖菜摆摊的，造成每天早上严重堵车，还产生严重的交通安全隐患问题，更奇葩的是临摊疏导点就设在离教学楼不到20米的位置，是不是该好好管理了？

路过几个小学和高中很多铺子转让啊，只是单纯的经济下滑，还是学校食堂已经赶跑了一部分商家了？
