font-family: system-ui, -apple-system, BlinkMacSystemFont, "Helvetica Neue", "PingFang SC", "Hiragino Sans GB", "Microsoft YaHei UI", "Microsoft YaHei", Arial, sans-serif; letter-spacing: 0.578px; line-height: 1.75em;'><span style='outline: 0px;letter-spacing: normal;'><strong style='outline: 0px;'> 市住房保障服务中心党组成员、副主任赵艳华：</strong></span><span style='font-family: mp-quote, -apple-system-font, BlinkMacSystemFont, Helvetica Neue, PingFang SC, Hiragino Sans GB, Microsoft YaHei UI, Microsoft YaHei, Arial, sans-serif;font-size: var(--articleFontsize);letter-spacing: 0.034em;color: rgb(0, 0, 0);'>根据《民法典》《消防法》《物业管理条例》等法律法规，在住宅小区消防安全中，物业服务企业主要承担两个方面的职责：一是按照物业服务合同约定，对服务区域内共有消防设施设备进行维护管理，提供消防安全防范服务；发现安全风险隐患时，及时告知业主，采取应急措施，并向有关部门报告；二是对占用、堵塞、封闭疏散通道和安全出口、消防车通道等违反消防法律法规的行为，履行“发现—制止—上报”职责。为督促物业服务企业落实职责，市住房保障服务中心主要采取以下三个措施：</span></p><p><span style='color: rgb(0, 0, 0);'> </span><span style='color: rgb(171, 25, 66);'><strong>一是明确物业服务企业履责要求。</strong></span><span style='color: rgb(0, 0, 0);'>在《仙桃市住宅物业服务等级标准》中，将“水电、电梯、消防、监控等设备管理和操作应符合相关法规、操作规程及保养规范的规定”列入基本要求，在各物业服务等级标准中，对不同等级服务的质量有不同要求，但对“消防设施设备管理”“电梯管理”两个事项的要求同等严格，均要求物业服务企业开展巡查、定期检测、维修保养，发现问题及时处置，确保消防设施设备完好有效。</span></p><p><span style='color: rgb(0, 0, 0);'> </span><span style='color: rgb(171, 25, 66);'><strong>二是加强物业服务企业履责考核。</strong></span><span style='color: rgb(0, 0, 0);'>将健全消防制度、制定火灾应急预案、定期开展消防演练、做好消防设施设备维护及管理、消防通道管理等内容，作为考核指标，列入《仙桃市物业服务项目考评细则》，由各街道（乡镇）定期对辖区住宅小区物业服务质量进行考核。对未按规定建立应急预案，或已建立预案但未进行定期演练的；发生火灾突发事件后，未按规定及时采取相应应急措施的；在管项目发生安全事故，经司法机关或行政机关认定由物业服务企业负全部责任或主要责任的，按照《湖北省物业服务企业信用评价管理办法（试行）》，记录不良行为，扣减相应诚信分值，实行诚信惩戒。</span></p><p><span style='color: rgb(0, 0, 0);'> </span><strong><span style='color: rgb(171, 25, 66);'>三是多渠道开展安全宣传教育。</span></strong><span style='color: rgb(0, 0, 0);'>督促物业服务企业充分利用住宅小区“三栏一箱”、业主微信群、户外视频、电梯视频、LED显示屏等多个渠道，以及全民消防学习平台，组织开展消防安全知识宣传，提高小区居民和物业员工的安全意识和自防自救能力。与此同时，住保部门在督促物业服务企业落实消防安全责任的同时，坚持“发现一个问题、解决一类事情”安全管护机制。针对消防设施设备故障无法及时利用维修资金进行维修的问题，开通了住宅专项维修资金申请的“绿色通道”，经消防部门认定为需要紧急维修的情形，采取事前不用表决、事后公示的应急程序，快速处置消防设施设备安全隐患。</span></p><section data-role="outer" label="edit by 135editor" style='outline: 0px;
